While a former prosecutor at the Harris County District Attorney's Office for nearly 15 years, she founded and taught the HOPE (Helping Our Pets through Education) program, where she educated thousands of students and adults in Harris County regarding animal cruelty laws, the consequences of committing animal cruelty, and how to report animal cruelty. Milligan has trained various law enforcement agencies and well as criminal defense attorneys and prosecutorial offices state-wide. As a nationally recognized speaker, Jessica has conducted trainings across the United States for organizations such as the National Association of Prosecuting Attorneys. She's lectured for audiences at the request of Crime Stoppers of Houston, the Houston Police Department, the Houston SPCA, the Texas Humane Legislative Network, Texas Unites for Animals, the Houston Bar Association, the Harris County District Attorney's Office, the Bexar County District Attorney's Office, the Cameron County District Attorney's Office, the Harris County Criminal Lawyer's Association, the Harris County Animal Cruelty Task Force, BARC - City of Houston, and the Texas Animal Control Association. She's also been a repeat visiting lecturer for animal law classes at the University of Texas, SMU, University of Houston and South Texas College of Law for many years.
